Toa Payoh Public Library was officially opened on 7 February 1974 by Mr Jek Yeun Thong, Minister for Culture. Toa Payoh Public Library was the second library in the series of rapid expansion of the public library network in the 70s. In 1998, the library underwent major renovation – the first in the public library network and was reopened on 10 May 1999 by Minister for Home Affairs and Member of Parliament for the Bishan-Toa Payoh GRC, Mr Wong Kan Seng. The library is strategically located in the heart of Toa Payoh Central, serving the residents of Novena and Toa Payoh.
